Item: Leftist French President Francois Hollande has dissolved the government and is trying to reform a new government that is a few micrometers closer to the center in the interest of minimal reform to get the economy growing. Sneaky. “President Obama is planning to use some legislative trickery to write a new climate change accord and bypass the Senate’s historic responsibility to approve treaties. Hey! At least he’s consistent in his lawbreaking. The Hill:

Obama’s climate team is putting together a “politically binding” deal to “name and shame” nations to cut their emissions, according to The New York Times.

The administration’s hope is to get the deal signed by a United Nations summit next year in Paris.

Because the Senate would be unlikely to ratify a treaty on global warming, the administration is seeking to mix fresh voluntary pledges with legally binding 1992 treaty conditions.

Such a deal, according to officials quoted by the Times, would represent an updated version of an existing deal, and would not require ratification by the Senate. [Snip]

The ploy to piggyback Obama’s proposal on a 1992 law violates the whole idea of separation of powers by giving the president treaty ratifying authority that the Constitution clearly reserved for the Senate. It’s cynically transparent in its skirting the Constitution to make legal what ordinarily would be illegal. “Dear Big Foot Center-Right Conservative Editors: I have spent most of the summer traveling the center-right circuit and have figured out that the advance of “Common Core” across the land is an enormous issue for  parents, whatever their ideological leanings on other issues.  It is widely and correctly understood to be disruptive by all and ruinous by many, and it is not believed to be remotely in the tradition of “local control” of American education. The cranky Sesame Street character who lives in a garbage can was used in reference to veterans who will attend town-hall events Wednesday in Philadelphia. …

The slide show, “What to Say to Oscar the Grouch – Dealing with Veterans During Town Hall Claims Clinics,” was shown to employees who will staff those events. [Snip]

Referring to veterans unhappy with access to their care as Oscar the Grouch might in fact be part of the entire problem at the VA. Customer-service training is always a challenge because it has to engage staffers and capture their imagination a bit, but … Oscar the Grouch? One has to assume that most of these staffers had put a few years between themselves and their Sesame Street age. Forget for a moment the condescending tone that sets in regard to the patients — it’s almost as insulting to the staff.
